GUIDELINE 1: You must know the basics of the Official Discord Guidebook of PortuSwissia, know the basics of Disord's Terms of Service and Community Guidelines,
and agree to all of them.
This Guideline should be self-explanatory: You must know the basics of the Official Guidebook of PortuSwissia's Guidelines (which is what you are reading right now),
and agree to this Guidebook's Guidelines as well. You must also agree to the Terms of Service and Community Guidelines of Discord.
You can read Discord's ToS and CG here:
To keep things simple and short, here is what the ToS and CGs of Discord teach us:
- Terms of Service: Discord’s current Terms of Service (effective 29 September 2025) outline age requirements (minimum 13+), user responsibilities, content rules,
dispute resolution (including arbitration for U.S./Canada users), and policies governing account use, paid services, and developer tools.
- Community Guidelines: Discord’s Community Guidelines (effective 29 September 2025) outline platform‑wide rules prohibiting
harassment, threats, hate speech, doxxing, violent or illegal activities, and unsafe content, and they apply to all users, servers, and apps on Discord.

GUIDELINE 2: Explicit Content and/or NSFW (Not Safe for Work) is illegal inside of the Dictatorship if major, minor NSFW is dependent on the context to whether or not it is punishable.
Very explicit content and/or NSFW content, such as pornography, intense/extreme gore, and so on, are extremely discouraged inside of the Dictatorship.
Minor Explicit and/or NSFW content will most likely lead to a punishment (though smaller) depending on the context of where it is located and what exactly it is about.
There are two variations of such content inside of our constitution, with them having different punishments: Major and Minor. This list starts with Minor:
- Minor NSFW:
- Images: Images viewed as questionable by citizens of the community, Police Department, or the Staff Team, will either be questioned or punished with a warning or muted on the spot.
Repeating this offence multiple times will result in heavier and heavier punishments up until an appealable one-month ban on the server.
If you are a citizen of the community, and believe an image someone had sent is questionable to you, please go ahead and make a general ticket to help us clear the issue.
- Messages: Sending inappropriate jokes rarely is allowed by the Government, however, over-doing such jokes or doing it near people that do not wish to hear such jokes is not allowed.
If violated, will result in punishments, up until an appealable one-week ban. Such jokes are not recommended by the Government however so it is advised to dodge such jokes in general.
- Profiles: Profiles that contain questionable information, such as username, display name and so on, may be asked as to why they have included such content within their profiles.
Depending on what is in/on their profile, either no punishment can be given out, or a verbal warning is given out to that person, demanding a change in 24 hours.
If the person persists and does not change information that can be changed, such as bios or statuses, they will be warned or punished accordingly. If the person changes said information,
no punishments are handed over to them.
- Major NSFW:
- Major NSFW is mostly either Images or found in Bios. If any is sent in any channel, or spotted in someone's bio, action is taken immediately upon spotted (via either the chat it was sent in or logs),
and the user is banned without any questions or remorse. They will be handed an unappealable ban, meaning they cannot return back to this server whatsoever.
- If a member were to send an invite link to an inappropriate and/or 16+/18+ server, but the probability of them getting hacked is likely,
they will instead be kicked out of the server, and their messages including such links will be deleted.
They may also recieve an appealable ban, though it is best to kick such users instead.
- If the said user is hacked three times in total, their account will instead be banned without an appeal.
What counts as "Explicit Content" and "NSFW"?
While reading, you may have asked yourself this question: "What exactly counts as explicit content, or NSFW?", here is what the Government counts as such:
- List of Content viewed as "NSFW", according to the Government of PortuSwissia:
- Pornography: Content marked as either 16+ or 18+, depending on the origin country of the member, that include private parts in (men's or women's).
Can also be shortened to "porn". Is obviously and commonly marked as Major NSFW in Discord Servers, including this one.
- Intense and/or Extreme Gore: Gore content that is disturbing to most people, or is obviously "way too much", is highly prohibited and counts as Major NSFW.
- Fetishes: Fetishes, such as feet fetishes, vore and so on, are either counted as Major NSFW or Minor NSFW depending on the context of the
image, message or profile. Will most likely lead to a punishment or appealable ban if sent as an image, and does not include any other NSFW in it.
- Dark Shipping: A term used for a "ship" (in this context: A realationship between two or more characters) between one adult character and a minor character.
Counts as Major NSFW.
- (Weak)/Gore: Gore that includes bleeding and bloody wounds is generally allowed in the server,
but is adviced to be marked as a spoiler and to not be sent in general. If uncensored, may lead to a verbal warning, warning or a mute if not followed.
We may also take action if a user within our server sends major NSFW outside of the Server, or on a different Application outside of Discord.
We do not wish for such probleamatic people to refuge in our server and make a problem later on.
- No action can be taken against you if you like any of said content above, except for Dark Shipping and Intense/Extreme Gore. If you like any/both of these two,
you may be interrogated and (very likely) banned with no appeal.
- This also counts for High-Ranking Members such as Police Officers and Parliment Members.
- If we find out that you own an account that hosts such type of content, you may get punished accordingly.
GUIDELINE 3: Respect matters, no matter to who.
One of the highest priorities of Governments, including the one of our nation, is to make sure that everyone within the Dictatorship feels welcome, no matter who or what they are.
To us, it does not matter who you are: Whether your skin tone is lighter or darker, whether your religion is the same or not, whether your sexuality is different or not,
whether your political thoughts are the same or not, compared to the Dictatorship. You shall not be treated differently because of that, because to us:
It is a necessity that everyone feels welcome and free to be open about their thoughts, beliefs and opinions, as long as they've got a respectful, friendly manner.
We therefore believe that the disrespect towards a member is a huge violation within our Dictatorship, and that this law should be enforced no matter what.
What counts as "Disrespect"?
Below, you can find a list of things we believe are offences:
- Any kind of Slur:
We believe that words that are slurs, such as the n-word,
f-slur, and any other kind of slur,
should not at all be said inside of PortuSwissia, no matter if the person is allowed to say it or no. These are heavy and offensive words,
and will result in a heavy punishment such as a long mute or even an one-month appealable ban after noticed.
Repeating this offence multiple times guarantees a ban with no appeal.
- General Insults:
We also believe that negative words being used with malicious intent can also be seen as "disrespect". Deliberatly calling someone words such as
"stupid", "idiotic" or any other word that is generally insulting, is apart of this rule. People should not be told that they are stupid because of their beliefs.
However, we can understand when someone says that a certain idea is "dumb", because it either does not make sense to them, or if it is an obviously horrible idea.
This is seen as an opinion by us, which is what we would like to see in the server.
Please make sure to think to yourself: "Is this an insult towards me, my idea, or their opinion?"
- Selective behaviours towards certain people:
If you act more rudely towards other citizens because of their skin tone, poltical opinions and other factors and/or opinions, then we believe that it may be some sort of discrimination,
and we will interrogate you for it, demanding answers for such behaviour of yours. You may dislike someone's beliefs, poltical opinions and/or sexuality,
but we do not condemn people being treated differently simply because of one of their traits. Please be honest as to why you treat certain people different.
You may go off free if your explanation is valid enough.
- Insults towards people outside the server:
The Dictator, PortuSwiss, does not get along with everyone, and has enemies of his own: That is true. But we however believe that insulting someone,
who is outside of this server, should not be done at all.
We therefore condemn the action of insulting enemies of our Nation or other people that you know about. This also goes for venting (which should be avoided in this server):
You cannot just insult people like that while talking about a sad moment of your life or something terrible happening to you.
We hopefully wish that this four-point list of rules are enough to convience you to act respectful towards anyone, no natter who you are talking to.
PortuSwissia, despite being a Catholic Christian Nation, wishes for everyone to be free with their opinions and themselves,
but we would love for our citizens and people to be apart of the Catholic Church. It is a goal of PortuSwissia to convince people to join the Catholic Faith.
GUIDELINE 4: Corrupt Police, Staff Members or Parliment Members? Or they have broken serious rules? TELL THE DICTATOR!
Coming from the Dictator himself: I, the Dictator PortuSwiss, do not wish for Police Officiers, Staff Members and Parliment Members
of the server to be corrupt or break major rules. Police Officers, Staff Members and Parliment Members are just like all other members and citizens of the server,
and so is the Dictator himself: Everyone must follow this Guidebook no matter what. If you see such High-Ranking Members acting unrighteous to their role,
please make a general ticket and report them. Make sure to include genuine evidence of such unrighteous actions, it is recommended you send a video.
We want our High-Ranking Members to be fair, just and rule-following.
GUIDELINE 5: Staff Decisions are final if fair, and therefore should be respected.
Everytime a Staff Member makes a valid and/or correct decision, it should be respected by the member that has been affected by said decision.
The member agrees and respects the final decision of the Staff Member punishing them, whether it felt unfair to them or not, and whether it is a warning or a ban.
If you do not respect said final decision, your punishment may be enlongated or in general become more harsher.
If you have a complaint about your punishment, or feel like your punishment was unfair (such as being too harsh despite not reaching a warning threshold,
please either make a general ticket, directly message the Moderator that punished you, or someone else in higher position of said moderator. Be respectful while talking about such, if not,
your punishment may stay or you may get a harsher punishment in the end.
GUIDELINE 6: Please use channels for their proper use.
Every channel has a certain use and/or topic, if you wish to show off something, it is best that you do it in a different channel and not in media.
For example: If you wish to send an image of something, it is recommended you send it in the media channel.
Or if you wish to show off your art, show it off either in the fan-arts channel
(if it is PortuSwiss-related) or arts channel (if it's anything outside of PortuSwiss).
Failing to do such will first result in a verbal warning, punishments will get harsher for each failed channel use, up until a long mute.
- Memes in general are however allowed. As said before, we want our people to joke around as well and have fun in the general chat.
GUIDELINE 7: If a topic is a "harsh topic", please do not talk about it in the general chat.
The Government of PortuSwissia does not want the general chat to be some sort of "battleground" because of a certain topic. We want the general chat to be friendly to anyone, no matter who.
Therefore, if you have a topic you shouldn't talk about in general, it is recommended you move over to either the topic channel (found in the capital territory)
or the debate channel (found in other cities and towns).
While reading, you may have asked yourself: "What counts as a 'harsh topic'?", here is a list of topics we consider to be topics that are harsh, or in general, controversal:
- Politics
Poltical topics, such as wars, protests and civil unrest, political compasses and so on, are counted as "Poltical Topics" under PortuSwissia.
- Religion
Kind and gentle Religious sayings, such as "God bless you", is allowed inside of the general chat, as well as less heavier Religious topics.
This rule only comes into effect when a topic is much more controversial and has something to do with religion:
Such as which religion is true and why, certain topics within religion (for example heaven and/or hell) and so on should be avoided in the general chat.
- Abortion
Under the Official PortuSwissian Constitution, the topic of Abortion is highly restricted.
The topic cannot be mentioned at all, even in the topic of harsh topics.
PortuSwiss believes that Abortion is "a topic that is highly controversial" due to its religious disputes, whether or not fetuses are counted as human life or not,
and whether or not it's your body or someone else's. Therefore, we highly recommend you to not use the word "abortion" at all and find other replacement words with similar meaning to it.
Even if not mentioned here, some topics may cause arguments even if not apart of the Government's "harsh topics" list. If a topic manages to become heated,
it is either best to end right there or talk about it in either the topics/debate channel. As said before, we want the general chat to be welcoming and not become a heated, unwelcoming place.
If you believe there should be more topics added onto this list, please go ahead and either make a general ticket issuing such or tell the Dictator PortuSwiss via Direct Messages about it.
GUIDELINE 8: Swearing is not recommended in public channels
Even though it isn't necessarily a bannable offense, nor one that isn't to bad, the PortuSwissian Government still recommends its public spaces to not include too much swearing in it.
We do not want citizens to constantly use swear words, and we want them to use more serious words in certain topics inside of our server. Please try to avoid the usage of swear words,
and either word your sentence differently or use different words to express such.
This also somewhat counts for ligher, non-swear words such as "freak", "crap" and so on, though will be less punishing.
GUIDELINE 9: Have general common sense.
Obviously, it is okay to joke around in the Dictatorship, we allow such tomfoolery in it, but we also wish that you understand that you must have common sense as well.
We wish that our people have fuctioning, thinking minds when it comes to topics for example. Having basic empathy for someone who talked about a negative event in their life or similar,
is another example of common sense. We want our citizens to be able to think clearly.
GUIDELINE 10: If you believe more rules should be added, please tell the Dictator himself.
If you believe that there are still a few missing rules, or believe that this list feels incomplete: Feel free to either directly message the Dictator or create a general ticket.
We would like to expand this rule list to make sure our citizens follow the Common Law of PortuSwissia, also known as the Discord Guidebook of PortuSwissia.
THE GUIDELINES, SHORTENED:
- Know the basics of the Guidebook of PortuSwissa and agree to it, as well as know the basics of Discord's Terms of Service and Community Guidelines, and fully agree to them as well:
https://discord.com/terms, https://discord.com/guidelines.
We HIGHLY recommend you read this one fully, as this is an extremly important Guideline as should be common knowledge to people.
- Explicit Content and/or NSFW Content will lead to an unappealable ban if major, and may lead to consequences if minor. In certain situations, minor NSFW jokes are not punishable.
We recommend that you check out what is considered as "NSFW" under our Constitution.
- Respect matters, no matter to who. Treat everyone equally and with kindness.
- Corruption among High-Ranking Members, such as Police Officers, Staff Members and Parliment Members, must be reported to the Dictator immediately. Please directly message him.
- Staff decisions are final if fair, and therefore should be respected. Even if it feels unfair to you, the one being punished, you must accept it.
- Please use channels for their proper use, send certain images in the media channel for example.
- Memes in general are allowed, do not spam them however.
- If a topic is considered harsh under the PortuSwissian Constitution, please refrain from talking about it in general, and either talk about it in the debates channel or topics channel.
We recommend you check out what topics are under the "harsh topics" category by scrolling up to Guideline 7.
- Swearing is not recommended in public channels, please refrain from using them especially in serious topics. Less harsher words (such as "crap") are less of a punishable act.
- Have general common sense.
We recommend you read this one fully.
- If you believe more rules should be added, please tell the Dictator by either directly messaging him or creating a general ticket.
If you didn't notice:
We recommend you read Guideline 1, read what is considered as "NSFW" under the Constitution in Guideline 2,
read which topics are under the "harsh topics" list according to the constitution in Guideline 7, and recommend you read Guideline 9.
That's it! We only recommand you read those fully, or read at least some of it, the others should be obvious enought to not be "recommended to read".
VERDICT
We enforce these laws inside of our server, not to make you not have fun in it, but to make you be able to think and talk clearly, while also following common laws and rules in other servers.
I, PortuSwiss, wish that my people feel peaceful inside of my server, and I want people to be able to think clearly inside of it. We want our citizens to be humble, respectful people.
This is why I have decided to make this short list of rules for you to follow.
